The $25 boost for the jobless was part of the American Recovery and Reinvestment Act that passed through Congress in record time. Unfortunately, so little time was given for analysis that the ramifications of the 400 page bill were not fully considered. Now lawmakers and those who are affected are clamoring for a solution to this unintended consequence.
